He gave outstanding testimony to Congress about how Congress itself needed to reform its committee and especially, sub-committee structures, in the wake of 9-11.

They aren't partisan points he's making, so much as sound management points. Committees are organized so that the greatest possible number of Congresspeople have a chance to be in charge of all the "sexy" areas of goverment. The result is an impossible to satisify mish-mash of overlapping jurisdictions, and absurdities such as cabinet-level officers having to dance attendence at monthly meetings of as many as 22 different sub-committes, EVERY MONTH. You do the math (think about how many working days there are in a month)
